BREAKING CHANGE: `@vue/compiler-sfc`'s `transformAssetUrlsBase` option
has been removed. It is merged into `trasnformAssetUrls` which now also
accepts the format of
```ts
{
base?: string
includeAbsolute?: string
tags?: { [name: string]: string[] }
}
```
