feat(compiler-sfc): support transforming absolute asset urls

BREAKING CHANGE: `@vue/compiler-sfc`'s `transformAssetUrlsBase` option
has been removed. It is merged into `trasnformAssetUrls` which now also
accepts the format of

  ```ts
